This is in the main due tothe requirement to provide on average acash deposit of 10% of the total sale valueof the home.In North Lincolnshire, we take a proactiveapproach to helping people achieve theirdream of homeownership by prioritisinghome ownership products through ourAffordable Housing Policy. On each andevery new housing development we expectdevelopers and Housing Associations towork with the council to use our evidencebase and plan the most suitable tenure mixfor that community. House price increasesand hot spots across our medium andminimum growth settlements make theseour priority for diversifying the housingtenure mix.We will continue to work closely withHomes England to secure additional grantresources to deliver homeownershipproducts across North Lincolnshire.Work to improve and update our evidencebase around older persons housing iscontinual. North Lincolnshire Council hasjointly commissioned the Housing LINthrough the Greater Lincolnshire LocalEconomic Partnership (GLLEP) to undertakea piece of work to identify our existing olderpeople’s housing and population data andthen come up with potential future modelsof older people’s accommodation across alltenures and property types. It is clear frompopulation-based estimates that we needto diversify and increase our older personshousing offer. Our older residents arealready telling us that they would like tomove to bungalows or homes withoutstairs, but there is a very limited supply ofthis product in North Lincolnshire.04North Lincolnshire CouncilRetirement Living Housing SummitHousing Growth AmbitionOur aim is that by 2038 we will have12,800 new homes across NorthLincolnshire, supporting Scunthorpe’srole as a regional centre, whilst ensuringthe sustainability of our market towns.North Lincolnshire’s ambitious plans forhousing growth are based upon:Delivering housing to support a 5%natural population increase overthe period 2016-2036 Latest population forecasts suggest thatbetween 2016 and 2036 the population ofNorth Lincolnshire will grow from 170,800to 178,800 and 179,537 by 2039 and that by2039 there is projected to be a substantialincrease of 18,500 in the population overretirement (65+).Life expectancy at birth has steadilyincreased both locally and nationally since1991-1993. In North Lincolnshire, lifeexpectancy at birth for males increased,from 72.6 years in 1991-1993, to 78.9 yearsin 2014-2016. Life expectancy for males hasincreased by 6.3 years for males over the24-year period. By 2033 this is expectedto increase to 13 million. As 42% of olderhouseholds aged 55 to 64 are single theproportion of single retired households willincrease as well.The housing market for older peoplecurrently on offer does not reflect thechoices that older people make. Whileretirement properties make-up just 2% ofthe UK housing stock (533,000 homes) withjust over 100,000 available to buy, one infour over 60s would be interested in buyinga retirement property - equating to 3.5million people nationally.Beyond this, 58% of all over 60s areinterested in moving and if just halfdownsized, it would release around £365billion worth of (mainly family-sized)property, with nearly half being three-bedroom and a fifth being four-bedroomhomes.Since 57% of all older households (and 68%of older home-owners) 'under occupy' theirhomes, the official definition of underoccupation is at odds with older people'sviews and preferences. Currently death is amore common factor than downsizing inreleasing larger homes back into themarket, with 85% of homes with three ormore bedrooms released by older peopledue to death rather than a move to asmaller home.1 in 5 residents living in North Lincolnshireare aged over 65 and this is set to increaseup to 2030, this fact presents a pressingneed to plan ahead, refresh and refocuswhat the market offers with regards tosupplying and managing older peopleshousing.This 20% of the population is mainly basedin rural localities and market towns withinNorth Lincolnshire.Integral to this is the need to ensureservices will effectively enable people toremain living independently and withdignity at home for as long as practicallypossible.
